01 жовтня стартував проєкт «Антикорупційні європейські стандарти як запорука формування громадянського суспільства». Для підготовки та реалізації проєктних завдань та проведення курсу команда проєкту підготувала й провела 27 жовтня презентацію проєкту «Антикорупційні європейські стандарти як запорука формування громадянського суспільства» на базі Чорноморського національного університета імені Петра Могили (були присутні студенти 1 курсу Юридичного факультету, Факультету економічних наук, Факультету політичних наук, адміністрація університету та запрошені гості – 54 особи.
У зв’язку з повітряними тривогами частина запрошених була в онлайн форматі – у Zoom – 47 осіб. Усього було присутня 101 особа.
Розміщено інформацію про початок реалізації проєкту, презентацію проєкту, етапи підготовки інтерактивного навчального курсу (факультатив) «Антикорупційні європейські стандарти та їх запровадження в Україні» на сайті ЧНУ ім. Петра Могили та в соціальних мережах – Facebook – на сайті Юридичного факультету.
24 жовтня о 14.00 в онлайн-форматі на засіданні наукової студії «Освіта Миколаївщини: нові наукові орієнтири» за темою «Проєктна діяльність як інноваційний тренд розвитку університету» був представлений проєкт «Антикорупційні європейські стандарти як запорука формування громадянського суспільства». 12 грудня 2023 року відбулася Стартова зустріч учасників проєктів Жана Моне. Координатор проєкту Оксана Валецька взяла участь у важливому заході, наприкінці основної частини якого відбулося знайомство з грантовим офіцером – Raluca Іagher. Учасники зустрічі мали можливість поставити питання щодо реалізації грантового проєкту. 19.03.2024 р. координатор проєкту взяла участь в зустрічі з координатором Національного Еразмус + офісу в Україні С. Шитіковою. 26 квітня в рамках участі у Всеукраїнській науково-практичній конференції «X Юридичні Могилянські читання» на пленарному засіданні відбувся виступ координатора проєкту з темою «Реалізація проєкту Erasmus+. Jean Monnet Module. Антикорупційні європейські стандарти як запорука формування громадянського суспільства». 20 червня 2024 року на засіданні круглого столу у вітальному слові координатор проєкту коротко повідомила про результати запровадженого курсу, про подальші плани команди проєкту та перспективи впровадження європейських антикорупційних стандартів в освітній простір з метою формування громадянського суспільства вільного від корупції.
26.02.2024 року отримали лист від Міністерства освіти та науки до Секретаріату Кабінету Міністрів України щодо підтримки реєстрації проєкту. Підготували та направили документи для реєстрації. 11 червня 2024 року команда проєкту Еразмус+ «Антикорупційні європейські стандарти як запорука формування громадянського суспільства» (EACS) отримала від Кабінету Міністрів України реєстраційну карту проєкту № 5469.
Робоча програма курсу «Антикорупційні європейські стандарти та їх запровадження в Україні» розроблена та затверджена на засіданні кафедри історії та теорії держави і права та подана на затвердження Вченої Ради ЧНУ ім. П. Могили. 17 січня 2024 року робоча програма була схвалена Вченою Радою ЧНУ ім. П. Могили та підписана ректором. Як додаток до програми – затвердили Дорожню карту проєкту. Розмістили Дорожню карту на створеній у березні 2024 року сторінці проєкту EACS на сайті ЧНУ ім. П. Могили. Постійно розміщується інформація на сторінці, не рідше, ніж один раз на місяць.
23 січня 2024 року була в Telegram створена група учасників проєкту EACS Антикорупційні європейські стандарти та їх запровадження в Україні 2024. В групі розміщується інформація про всі заходи в межах реалізації проєкту, посилання на Zoom, окремі завдання для студентів, які приймають участь онлайн. Створена сторінка учасників курсу в Moodle ЧНУ ім. Петра Могили – [ERASMUS+] Антикорупційні європейські стандарти та їх запровадження в Україні. На сторінці інформація: посилання на Zoom, програма курсу, тексти лекцій та презентації, питання семінарів та матеріали до семінарів, вступні тести та аналіз результатів тестування. Сторінка постійно оновлюється. Мови: Українська, англійська. Створена сторінка проєкту на Facebook та Instagram, розміщена інформації про сам проєкт та всі заплановані та проведені заходи в рамках проєкту на цей період.
30 січня 2024 року відбулась перша лекція курсу «Антикорупційні європейські стандарти та їх запровадження в Україні», а 14 травня 2024 року пройшов останній семінар курсу. Семінар проходив у формі інтерактивної гри «Антикорупційна мафія». Студенти спробували себе в ролі детективів, активістів, суддів, чесних громадян, корупціонерів та олігархів. Гра проводилася під керівництвом викладачів-членів грантової команди (Валецької О.В., Каплій О.В., Ткалі О.В.) по трьом підгрупам, щоб кожен зміг спробувати себе в різних статусах. Загалом було проведено 7 лекцій (14 годин), 7 семінарів (14 годин) і залік (2 години). Всього 30 годин. Були використані такі інтерактивні форми роботи: гостьові лекції, гостьові зустрічі з вирішенням ситуацій, робота з кейсами (у тому числі рішень ЄСПЛ), у тому числі по підгрупам, практичні завдання як робота вдома та в аудиторії, інтерактивні ігри, ігри-дискусії, вирішення тестових завдань, самостійне моделювання ситуацій. Були запрошені гості: головний уповноважений з антикорупційної діяльності Служби відновлення та розвитку інфраструктури Київської області, уповноважена з антикорупційної діяльності ЧНУ ім. Петра Могили, заступник начальника відділу розслідування злочинів у сфері господарської та службової діяльності СУ ГУНП в Миколаївській області, радник Державного агентства відновлення та розвитку інфраструктури України з питань реалізації антикорупційної політики. Всі запрошені гості надали згоду на обробку персональних даних. Усі заняття проходили в змішаному режимі – офлайн та онлайн.
Заняття проходили з використанням платформи Zoom, щоб максимально залучити всіх учасників. Під час повітряних тривог викладачі зі студентами переходили в облаштовані в університеті бомбосховища.
Протягом проведеного курсу було проведено три тестування. Загальна кількість охоплених курсом студентів: на початок курсу зареєструвалося 131 студенти Юридичного факультету, Факультету економічних наук, Факультету політичних наук (гр. 111, 151-154, 116, 117). Середня чисельність відвідувачів курсу -120 студентів, які таким чином розподілені за формами участі: 40-50% офлайн, 50-60% онлайн. Перше вступне тестування учасників курсу, яке проходило у змішаному форматі: офлайн та онлайн. По результатам анонімного тестування встановлено, що рівень обізнаності цільової аудиторії нижче середнього – 48,5%. Серед опитаних обізнаність щодо міжнародних антикорупційних норм та європейських стандартів не достатня, а саме, високий та достатній рівень показали лише 9,4%, задовільний – 33,8%. Найбільшу складність серед слухачів курсу викликали питання щодо механізмів антикорупційної політики, міжнародних стандартів запобігання корупції, статусу спеціально уповноважених суб’єктів протидії корупції.
Друге тестування було проведено з метою моніторингу оцінки якості організованого та проведеного курсу (доступності викладення, достатності теоретичного матеріалу та практичних занять), виявлення прогалин та з цілю визначити шляхи покращення було проведено анонімне опитування серед слухачів 14 травня 2024 р. Тестування дало можливість отримати об’єктивну інформацію, необхідну для оцінки та поліпшення якості курсу.
В опитувані прийняло участь переважна більшість учасників курсу (105). Було відмічено високу значимість курсу (91%). Слухачі відмітили високий рівень якості лекцій та семінарів курсу, особливо підкреслено цікаві та значущі гостьові зустрічі (93%). Значно розширили рівень своїх знань щодо європейської антикорупційної політики та змінили мотиваційне ставлення до корупційних проявів – 74,5% слухачів.
Однак слухачі відмітили певні складності щодо запропонованого формату проведення курсу та звернули увагу на необхідність розширити, зробити різноманітними інтерактивні форми (рольові ігри, диспути, тренінги, вебінари). Серед побажань зазначено доречність збільшити гостьові лекції, зустрічі з представниками антикорупційних громадських організацій, правоохоронних та судових органів, посадових осіб органів державної влади та місцевого самоврядування.
21 травня 2024 р. з метою контролю за ефективністю реалізації проєкту та визначення рівня набутих знань, вмінь та навичок було проведено зріз знань студентів по завершенню курсу. По результатам залікового тестування студенти показали суттєве зростання рівня обізнаності та поглиблення знань та вмінь щодо положень антикорупційного законодавства, норм європейських стандартів і механізмів запобігання та протидії корупції. А саме, понад 44% слухачів показали високий результат, 37,8 % – достатній, 17,7 % задовільний рівень. Даний показник відображає підвищення поінформованості про основні засад антикорупційної діяльності держави, суттєве підвищення рівня обізнаності щодо реформ в державі на підставі європейського досвіду, які спрямовані на запобігання корупції, подолання наслідків вже здійснених корупційних правопорушень, профілактика таких правопорушень у майбутньому у студентів, як результат опанування курсу «Антикорупційні європейські стандарти та їх запровадження в Україні».
Показники тестування дають можливість отримати слухачам СЕРТИФІКАТИ про успішне закінчення курсу. Цей сертифікат не тільки засвідчує успішне оволодіння певними компетентностями, але дасть можливість на другому курсі перезарахувати вибіркову дисципліну в межах обсягу 90 годин (3 кредити).
20 червня 2024 року було проведено засідання круглого столу «Академічна доброчесність як сукупність етичних принципів та правових норм учасників освітнього процесу». В роботі взяли участь 88 учасників. З вітальним словом звернулися адміністрація університету, запрошені гості. Заслухано 20 виступів, які викликали активне обговорення та дискусію.
On October 01, the project “European Anti-Corruption Standards as a Guarantee for the Formation of Civil Society” was launched. To prepare and implement the project tasks and conduct the course, the project team prepared and held a presentation of the project “European Anti-Corruption Standards as a Guarantee for the Formation of Civil Society” on October 27 at the Petro Mohyla Black Sea National University (attended by first-year students of the Law Faculty, Faculty of Economics, Faculty of Political Science, university administration and invited guests – 54 people). Due to air alerts, some of the guests were invited online – via Zoom – 47 people. In total, 101 people were present.
The information about the start of the project, the project presentation, and the stages of preparation of the interactive training (elective) course “Anti-Corruption European Standards and their Implementation in Ukraine” was posted on the website of the Petro Mohyla Black Sea National University and on social networks – Facebook – on the website of the Law Faculty.
On October 24, at 14.00, the project “European Anti-Corruption Standards as a Guarantee for the Formation of Civil Society” was presented online at the meeting of the scientific studio “Education of Mykolaiv Region: New Scientific Guidelines” on the topic “Project Activity as an Innovative Trend in University Development”. On December 12, 2023, the Kickoff Meeting of Jean Monnet project participants took place. Project coordinator Oksana Valetska took part in the important event, at the end of the main part of which she met the grant officer – Raluca Iagher. The participants of the meeting had the opportunity to ask questions about the implementation of the grant project. On March 19, 2024, the project coordinator took part in a meeting with the coordinator of the National Erasmus+ office in Ukraine S. Shytikova. On April 26, as part of the participation in the All-Ukrainian Scientific and Practical Conference “X Petro Mohyla Legal Studies”, the project coordinator delivered a speech at the plenary session on the topic “Implementation of the Erasmus+ project. Jean Monnet Module. European Anti-Corruption Standards as a Guarantee for the Formation of Civil Society”. On June 20, 2024, at a roundtable meeting, the project coordinator briefly reported on the results of the course, the project team’s future plans, and the prospects for implementing European anti-corruption standards in the educational space to build a corruption-free civil society.
On February 26, 2024, a letter was received from the Ministry of Education and Science to the Secretariat of the Cabinet of Ministers of Ukraine to support the registration of the project. The documents for registration were prepared and sent. On June 11, 2024, the team of the Erasmus+ project “European Anti-Corruption Standards as a Guarantee for the Formation of Civil Society” (EACS) received a project registration card No. 5469 from the Cabinet of Ministers of Ukraine.
The curriculum of the course “Anti-Corruption European Standards and their Implementation in Ukraine” was developed and approved at a meeting of the Department of History and Theory of State and Law and submitted for approval by the Academic Council of the Petro Mohyla Black Sea National University. On January 17, 2024, the curriculum was approved by the Academic Council of the Petro Mohyla Black Sea National University and signed by the Rector. As an appendix to the curriculum, the project Roadmap was approved. The Roadmap was posted on the EACS project page on the website of the Petro Mohyla Black Sea National University in March 2024. Information is constantly posted on the page, at least once a month.
On January 23, 2024, a Telegram channel was created for the EACS project participants group Anti-Corruption European Standards and their Implementation in Ukraine 2024. The Telegram channel contains information about all project activities, links to Zoom, and individual tasks for students participating online. A Moodle page of the course participants was created at the Petro Mohyla Black Sea National University – [ERASMUS+] Anti-Corruption European Standards and their Implementation in Ukraine. The page contains the following information: a link to Zoom, the course curriculum, lecture texts and presentations, seminar questions and materials for seminars, entrance tests and analysis of test results. The page is constantly updated. Languages: Ukrainian, English. A project page has been created on Facebook and Instagram, with information about the project itself and all planned and implemented activities within the project for this period.
On January 30, 2024, the first lecture of the course “Anti-Corruption European Standards and their Implementation in Ukraine” was held, and on May 14, 2024, the last seminar of the course was conducted. The seminar was held in the form of an interactive game “Anti-Corruption Mafia”. Students tried themselves as detectives, activists, judges, honest citizens, corrupt officials and oligarchs. The game was conducted under the guidance of teachers-members of the grant team (Valetska O.V., Kaplii O.V., Tkalia O.V.) in three subgroups so that everyone could try themselves in different roles. In total, there were 7 lectures (14 hours), 7 seminars (14 hours) and a credit test (2 hours). A total of 30 hours. The following interactive forms of work were used: guest lectures, guest meetings with case studies, work with cases (including ECHR judgments), including by subgroups, practical tasks such as work at home and in the classroom, interactive games, game discussions, solving test tasks, and independent modeling of situations. The invited guests were: Chief Anti-Corruption Officer of the Infrastructure Restoration and Development Service of Kyiv Region, Anti-Corruption Officer of the Petro Mohyla Black Sea National University, Deputy Head of the Department for Investigation of Crimes in the Field of Economic and Official Activities of the Investigation Department of the Main Department of the National Police in Mykolaiv Region, Advisor to the State Agency for Infrastructure Restoration and Development of Ukraine on the Implementation of Anti-Corruption Policy. All invited guests agreed to the processing of personal data. All classes were held in a mixed mode – offline and online. Classes were held using the Zoom platform to maximize the involvement of all participants. During air alerts, teachers and students moved to the bomb shelters equipped at the university.
Three tests were conducted during the course. The total number of students covered by the course – 131 students from the Faculty of Law, the Faculty of Economics, and the Faculty of Political Science (groups No. 111, 151-154, 116, 117) registered for the course at the beginning of the course. The average number of students attending the course was 120, who were thus divided by the forms of participation: 40-50% offline, 50-60% online. The first entrance test for the course participants was held in a mixed format: offline and online. The results of the anonymous test showed that the level of awareness of the target audience was below average – 48.5%. Among the respondents, the awareness of international anti-corruption norms and European standards is not sufficient, namely, only 9.4% showed a high and sufficient level, and 33.8% showed a satisfactory level. The most difficult questions among the course participants were about the mechanisms of anti-corruption policy, international standards for preventing corruption, and the status of specially authorized anti-corruption agents.
The second test was conducted to monitor the assessment of the quality of the organized and conducted course (accessibility of presentation, sufficiency of theoretical material and practical classes), identify gaps and identify ways to improve, an anonymous survey was conducted among the students on May 14, 2024. The survey provided the objective information necessary to assess and improve the quality of the course.
The vast majority of course participants took part in the survey (105). The high importance of the course was noted (91%). The students noted the high level of quality of the course lectures and seminars, especially the interesting and meaningful guest meetings (93%). The level of their knowledge of European anti-corruption policy has significantly expanded and their motivational attitude towards corruption has changed (74.5% of the participants).
Nevertheless, the students noted certain difficulties with the proposed format of the course and drew attention to the need to expand and diversify interactive forms (role-playing games, debates, trainings, webinars). Among the suggestions was the need to increase the number of guest lectures, meetings with representatives of anti-corruption NGOs, law enforcement and judicial authorities, officials of state and local governments.
On May 21, 2024, in order to monitor the effectiveness of the project and determine the level of knowledge, skills and abilities acquired, a test of students’ knowledge was carried out at the end of the course. According to the results of the final test, students showed a significant increase in the level of awareness and deepening of knowledge and skills regarding the provisions of anti-corruption legislation, European standards and mechanisms for preventing and combating corruption. Specifically, more than 44% of the trainees showed a high level of knowledge, 37.8% showed a sufficient level, and 17.7% showed a satisfactory level. This indicator reflects an increase in awareness of the basic principles of anti-corruption activities of the state, a significant increase in the level of awareness of reforms in the state based on European experience aimed at preventing corruption, overcoming the consequences of corruption offenses already committed, and preventing such offenses in the future among students as a result of mastering the course “Anti-Corruption European Standards and their Implementation in Ukraine”.
The test results allow students to receive a CERTIFICATE of successful completion of the course. This certificate not only certifies the successful mastery of certain competencies, but will also allow the students to re-credit the elective course in the second year within the volume of 90 hours (3 credits).
On June 20, 2024, a roundtable meeting “Academic Integrity as a Set of Ethical Principles and Legal Norms of Participants in the Educational Process” was held. The meeting was attended by 88 participants. The university administration and invited guests made welcoming remarks. 20 speeches were delivered, which provoked active discussion and debate.
