Peculiarities of admission

Specifics of Admission to Study for Foreigners and Stateless Persons to Petro Mohyla Black Sea National University in 2026.

1. Admission to study for the acquisition of higher education by foreigners and stateless persons to Petro Mohyla Black Sea National University is carried out in accordance with the Laws of Ukraine “On Higher Education”, “On the Legal Status of Foreigners and Stateless Persons”, “On Ukrainians Residing Abroad”, “On Refugees and Persons in Need of Subsidiary Protection or Asylum”, “On the Establishment of Additional Legal and Social Guarantees for Citizens of the Republic of Poland Residing in the Territory of Ukraine”; Resolution of the Cabinet of Ministers of Ukraine of September 12, 2018, No. 729 “Issues of Obtaining Higher Education by Certain Categories of Persons”; the procedure for the organization of admission to institutions of vocational (vocational-technical), professional pre-higher, and higher education of Ukraine and study (internship) of foreigners and stateless persons using the Unified Interdepartmental Information System of Ukraine for foreigners and stateless persons who wish to study at institutions of vocational, professional pre-higher, and higher education of Ukraine, approved by the Resolution of the Cabinet of Ministers of Ukraine of June 28, 2024, No. 758; Order of the Ministry of Education and Science of Ukraine of November 01, 2013, No. 1541 “Some Issues Concerning the Organization of Admission and Study (Internship) of Foreigners and Stateless Persons”, registered with the Ministry of Justice of Ukraine on November 25, 2013, under No. 2004/24536; and Order of the Ministry of Education and Science of Ukraine of December 02, 2019, No. 1498 “On Approval of the Procedure for Establishing Quotas for Obtaining Higher Education by Foreigners and Stateless Persons within the Volumes of the State Order in Accordance with International Treaties of Ukraine”, registered with the Ministry of Justice of Ukraine on February 10, 2020, under No. 153/34436.
2. Persons admitted to study at Petro Mohyla Black Sea National University to obtain higher education on an equal footing with citizens of Ukraine may follow the applicant pathway to obtain higher education and exercise the right to tuition-free higher education in the manner provided for citizens of Ukraine.

Foreigners and stateless persons (including stateless persons who have applied for recognition as a refugee, persons who have applied for protection in Ukraine and provided a certificate of application for protection in Ukraine, the template of which was approved by Order of the Ministry of Internal Affairs of Ukraine of September 07, 2011, No. 649, registered with the Ministry of Justice of Ukraine on October 05, 2011, under No. 1146/19884) (hereinafter referred to as foreigners) may be admitted to study to obtain higher education at the expense of natural and/or legal persons, unless otherwise provided by international treaties of Ukraine, the binding nature of which has been consented to by the Verkhovna Rada of Ukraine, by legislation, or by agreements between higher education institutions on international academic mobility. Admission of foreigners to study to obtain higher education for state-funded places is carried out within the quota for foreigners, which is granted on the basis of referrals from the Ministry of Education and Science to applicants awarded state scholarships under international treaties, national programs, or other international obligations of Ukraine, who are recommended for enrollment by the competent authorities of foreign states with which international treaties have been concluded, and/or by diplomatic missions of these states. Ukrainians residing abroad whose status is certified by a certificate of a Ukrainian residing abroad (except for persons permanently residing in Ukraine) may be enrolled in study under state order within the established quotas for foreigners.

Citizens of the Russian Federation, the Islamic Republic of Iran, the Republic of Belarus, and the Democratic People’s Republic of Korea who do not hold a permanent residence permit in Ukraine are admitted to study under an individual permit of the Ministry of Education and Science of Ukraine. Citizens of the Russian Federation and the Republic of Belarus who defended the independence, sovereignty, and territorial integrity of Ukraine and obtained the status of a combatant in accordance with the Procedure for Granting and Depriving the Status of a Combatant and a Person with a Disability Resulting from War to Foreigners and Stateless Persons Who Defended the Independence, Sovereignty, and Territorial Integrity of Ukraine, approved by Resolution of the Cabinet of Ministers of Ukraine of June 18, 2025, No. 719, as well as children of such citizens, may be admitted to study without an individual permit of the Ministry of Education and Science of Ukraine.

3. Admission of foreigners to study to obtain higher education (except for persons admitted to study to obtain higher education on an equal footing with citizens of Ukraine) to Petro Mohyla Black Sea National University is carried out for accredited educational programs.
4. Admission of foreigners to study to Petro Mohyla Black Sea National University may be conducted in-person and/or remotely. Recruitment of foreigners for study is carried out using the Unified Interdepartmental Information System of Ukraine for Foreigners and Stateless Persons (https://mon.gov.ua/en) Wishing to Study in Institutions of Vocational (Vocational-Technical), Professional Pre-Higher, and Higher Education of Ukraine (hereinafter referred to as the Unified System) (except for persons admitted to study to obtain higher education on an equal footing with citizens of Ukraine).

The period of validity of an electronic invitation to study issued by means of the Unified System shall not exceed six months from the date of application of the qualified electronic seal of Petro Mohyla Black Sea National University or the qualified electronic signature of the Rector of Petro Mohyla Black Sea National University.

Foreigners who have received an electronic invitation to study and have completed the procedure for certification of educational documents in their country of origin in a manner officially applied in the said country for such certification (consular legalization, including legalization by the relevant foreign diplomatic institution of Ukraine, or affixing of an apostille for member countries of the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents), except for documents issued in Ukraine, may participate in remote admission to Petro Mohyla Black Sea National University.

To organize the remote recruitment of foreigners for study at Petro Mohyla Black Sea National University to obtain higher education, the Department for International Students of Petro Mohyla Black Sea National University shall perform identity verification and entrance examinations (upon admission to study to obtain higher education) in a remote format, ensuring their video recording (including screen recording of the applicant’s device). The video recording of the entrance examination shall be stored after the conduct of the entrance examination for foreigners for one year at Petro Mohyla Black Sea National University, and this recording shall be entered into the Unified Database.

In the case of remote admission, a foreigner shall send legalized copies of previously obtained educational documents and their notarized Ukrainian translation to the higher education institution by postal services. Upon the first crossing of the state border of Ukraine and after arrival at Petro Mohyla Black Sea National University, the foreigner shall submit the original documents in person.

5.  Admission of foreigners to study at Petro Mohyla Black Sea National University at the expense of natural and/or legal persons is carried out twice a year (the first stage – until March 01, the second – no later than November 02) within the time limits determined by the admission rules for obtaining Bachelor’s, Master’s, and Doctor of Philosophy degrees.

Admission of foreigners to study to obtain a level of higher education is carried out on the basis of documents on previously obtained educational levels and degrees and academic rights to continue study granted by these documents in their country of origin, taking into account academic performance scores granting the right to continue study at the next level of higher education, if provided for by the legislation of the country that issued the document on the obtained educational degree (level).

6. Competitive selection of foreigners for study to obtain higher education (except for persons admitted to study to obtain higher education on an equal footing with citizens of Ukraine) is conducted based on the results of the entrance examination for foreigners, taking into account the specifics of the educational program (specialty) for which admission is conducted, which is administered in the form of an interview and an English language proficiency test. The score of the entrance examination for foreigners is the sole component of the competitive score for this category of applicants.

7.  The time limits for receiving applications and documents, conducting the entrance examination for foreigners, and enrollment are specified in the admission rules and published on the official website of Petro Mohyla Black Sea National University – https://chmnu.edu.ua/stages-of-the-admission-campaign-for-2026-2027/.

8.  Foreigners arriving in Ukraine to participate in academic mobility programs or to obtain higher education under educational programs agreed upon between Ukrainian and foreign higher education institutions are admitted to study taking into account contractual obligations with Petro Mohyla Black Sea National University. 

LIST OF DOCUMENTS REQUIRED FOR ADMISSION TO PMBSNU:

 ! A notarized translation into Ukrainian is strictly mandatory!

1. Educational document indicating grades (marks) obtained in academic disciplines, together with a notarized translation into Ukrainian (2 copies)*;
2. Medical certificate certified by an official healthcare authority of the foreigner’s country of origin, issued no later than two months prior to departure for study to Ukraine (subject to in-person study);
3. Medical certificate confirming the absence of HIV infection (subject to in-person study);
4. Passport with a notarized translation into Ukrainian (2 copies);
5. Copy of the certificate of a Ukrainian residing abroad (if available);
6. 10 photographs measuring 3×4 cm;
7. Insurance policy for the period of study.

* PREVIOUS EDUCATIONAL DOCUMENTS MUST UNDERGO CONSULAR LEGALIZATION OR APOSTILLE CERTIFICATION. AN INTERNATIONAL STUDENT POSSESSING AN EDUCATIONAL DOCUMENT WITHOUT AN APOSTILLE/CONSULAR LEGALIZATION SHALL NOT BE ENROLLED AT THE UNIVERSITY.

 OBTAINING AN INVITATION TO STUDY IN UKRAINE

To obtain an invitation to study in Ukraine, a foreigner must register a digital account in the Unified Interdepartmental Information System (UIIS) on the official portal of the Ukrainian State Admission System for International Students, complete the profile, upload copies of the passport and educational document, and submit an electronic application to the selected educational institution.

Step-by-Step Algorithm for Application Submission

1. Account Registration:
   • Navigate to the Ukrainian State Admission System for International Students
   • Click the registration button and enter your email address.
   • Follow the link provided in the received email to activate your account and create a password.
2. Entering Data and Uploading Documents:
   • Log in to the created account.
   • Complete the applicant’s personal profile.
   • Upload a scanned copy of the international passport and its notarized translation (into Ukrainian or English).
   • Upload a copy of the document on previous education (high school diploma, degree certificate) together with its transcript/supplement and their translation.
3. Submitting an Application for an Invitation:
   • Navigate to the application submission section and select the required educational institution and educational offer.
   • Generate and submit an electronic application to obtain an invitation to study.
   • Complete the required steps provided by the system or payment for services (if required) and await the processing of the application by the educational institution and state authorities.
4. Obtaining the Result:
   • Upon approval of the application status, an electronic invitation to study will appear in the system.
   • The period of validity of the generated electronic invitation is up to 6 months; it can be used to apply for a Type D visa at the Consulate of Ukraine.

 OBTAINING A LONG-TERM TYPE D STUDENT VISA

 Upon receipt of an electronic invitation in the UIIS, a foreign applicant must obtain a long-term Type D student visa (code D-13). Since information regarding the digital invitation is automatically transmitted to the diplomatic missions of Ukraine, the process of confirming the purpose of travel is streamlined to the maximum extent possible.

STEP-BY-STEP PROCEDURE FOR OBTAINING A D-13 VISA

 Completing the Visa Application Form Online:

1. • Navigate to the official web portal of the Ministry of Foreign Affairs of Ukraine “Visa” (Visa mfa).
   • Complete the visa application form in electronic form, upload a photograph, and be sure to print out and sign the completed application form.
2. Booking an Appointment:
   • Through the online appointment booking system, select a convenient time for a visit to the Embassy or Consulate of Ukraine in your country, or an authorized visa application center (e.g., VFS Global).
3. Payment of the Consular Fee:
   • Pay the established visa processing fee (the base rate is usually around USD 65; however, the exact amount and payment details must be verified on the website of the specific diplomatic mission).
4. Submission of the Package of Documents:
   • Visit the diplomatic mission in person at the scheduled time to submit the documents and provide biometric data (fingerprints).

REQUIRED PACKAGE OF DOCUMENTS FOR THE CONSULATE

• Printed invitation to study (generated via the UIIS).
• Original international passport (valid for at least 3 months after the planned departure from Ukraine, containing at least 2 blank pages).
• Completed and signed visa application form with one color photograph measuring 35×45 mm.
• Originals of documents on previous education (high school diploma/degree certificate with transcripts/supplements). They must be officially legalized (consular legalization or an “Apostille” stamp) and translated into Ukrainian.
• Valid medical insurance policy (with coverage of expenses of at least EUR 30,000 or equivalent).
• Proof of financial capacity (a recent bank account statement of the applicant or sponsor for the last 2 months, confirming the availability of funds for living expenses and study).
• Receipt of payment of the consular fee.

DOCUMENT PROCESSING TIMELINES 

• Standard procedure: up to 10 working days from the date of document submission.
• Expedited procedure: up to 5 working days (subject to an additional payment of a double consular fee and the technical capacity of the institution).

Note: Citizens of countries with a visa-free entry regime to Ukraine for the purpose of study (e.g., Azerbaijan, Georgia, Moldova, Uzbekistan) are exempt from the requirement to obtain a Type D visa. It is sufficient for them to carry a printed electronic invitation upon crossing the border.
