9 квітня для слухачів курсу відбулася гостьова лекція, яку провела к.ю.н., доцент Каплій О.В. на тему «Антикорупційна політика України: стратегія та основні напрямки реалізації. Суб’єкти запобігання та протидії», залучивши спеціаліста-практика, представниці органу влади, а саме Ксенії Володимирівни Ільясової, начальниці відділу по роботі з персоналом Південної митниці, уповноваженої з питань запобігання та виявлення корупції 2023-2026 рр. Так, на прикладі Держмитслужби було розглянуто питання долучення до процесу розробки Антикорупційної стратегії на 2026-2030 роки. Наочно ознайомили студентів з ІСМ ДАП та статистичними даними щодо результатів роботи спеціально уповноважених суб’єктів у сфері протидії корупції – органів прокуратури, Національної поліції, НАБУ та НАЗК.
Спікер поділилася досвідом роботи як уповноваженої з питань запобігання та виявлення корупції та практичними прикладами утвердження культури доброчесності в митних органах. Кейси щодо роботи близьких осіб, перевірки декларацій, впровадження новітніх стандартів доброчесності та запобігання конфлікту інтересів, а так само доброчесному отриманню подарунків, – викликали цікаву та жваву дискусію у студентів.
На семінарському занятті слухачі разом з к.ю.н., доц., Каплій Оленою грали в онлайн антикорупційні ігри-симуляції, які дозволили студентам відчути себе слідчими НАБУ. Семінар проходив з використанням платформи Zoom, щоб максимально залучити всіх слухачів цього курсу, а саме більше 50, в змішаному форматі активно спілкуватися із запрошеною гостею. За результатами проведеного семінару-тренінгу, студенти набули навчального досвіду за темою, з метою більш ефективного використання набутих знань і навичок.
On 9 April, O.V. Kapliy, PhD in Law and Associate Professor, gave a guest lecture for the course participants, the topic ‘Ukraine’s Anti-Corruption Policy: Strategy and Key Areas of Implementation. Entities involved in prevention and counteraction”. the lecture was attended by a practitioner and representative of the authorities, Kseniia Volodymyrivna Ilyasova, the Head of the Human Resources Department at the Southern Customs Office and the authorised representative for the prevention and detection of corruption for 2023–2026. Thus, using the State Customs Service as an example, the issue of involvement in the process of developing the Anti-Corruption Strategy for 2026–2030 was examined. The students were given a clear overview of the ISM SACP and statistical data on the performance of specially authorised bodies in the field of anti-corruption – the Public Prosecutor’s Office, the National Police, NABU and the NACP.
The speaker shared her experience as an official responsible for the prevention and detection of corruption, along with practical examples of fostering a culture of integrity within customs authorities. Case studies concerning the employment of relatives, the verification of declarations, the implementation of the latest standards of integrity and the prevention of conflicts of interest, as well as the ethical acceptance of gifts, sparked an interesting and lively discussion among the students.
During the seminar session, the participants, together with Olena Kapliy, PhD in Law and Associate Professor, played online anti-corruption simulation games, which allowed the students to experience what it is like to be an investigator at the NABU. The seminar was held via Zoom to maximise engagement among all course participants – over 50 in total – enabling them to actively interact with the guest speaker in a blended format. Following the seminar-training session, the students gained practical experience on the topic, with a view to applying their acquired knowledge and skills more effectively.
