5 березня для слухачів курсу к.ю.н., доцент Каплій О.В. провела лекцію на тему «Антикорупційні міжнародні акти та законодавство України». Міжнародні стандарти та механізми у сфері запобігання корупції, конвенції та резолюції ООН, Ради Європи та Організації економічного співробітництва та розвитку (ОЕСР/OECD) для країн Східної Європи та Центральної Азії (ACN) щодо запобігання та протидії корупції та сучасний стан міжнародного співробітництва з антикорупційною мережею.
Питання системних підходів до організації антикорупційної роботи на прикладі практики ЗВО були розглянуті 12 березня на семінарському занятті, в рамках якого відбувся інтерактивний тренінг для студентів першого курсу ЧНУ імені Петра Могили з уповноваженою з антикорупційної діяльності ЧНУ ім. Петра Могили Дмитрієвою Оленою Миколаївною. Формат тренінгового заходу передбачив навчання щодо особливостей організації антикорупційної роботи в Університеті та й в цілому в органі публічної влади.
Пані Олена розповіла про організацію антикорупційної роботи в Університеті, зокрема про внутрішні (+(38) 095 828 3711, korupciynet@chmnu.edu.ua, захищена електронна поштова скринька, Портал викривачів) канали повідомлення студентами-викривачами, практично було розглянуто як працює Портал викривачів НАЗК, з можливість наочно побачити яким чином саме слід подавати повідомлення викривачів. Також студентів було ознайомлено з роботою робочої групи з оцінки корупційних ризиків, яка займається оновленням Антикорупційної програми Університету, переліком суб’єктів в Університеті на яких поширюється дія закону та з інструментом електронного декларування, а також повідомленням про суттєві зміни в майновому стані.
Окремо поговорили з студентами щодо участі в анкетуванні задля ідентифікації корупційних ризиків, яке проводилось в кінці 2025 року та розробки в Університеті нових рекомендацій з питань доброчесності.
Студенти дізнались про важливість формування антикорупційної свідомості та нетолерування корупції в ЗВО. Також грали в цікаву в антикорупційну онлайн-гру симуляцію «(Не) підкупність», де могли визначити рівень антикорупційної свідомості.
Студенти мали змогу поспілкуватися та почути відповіді на важливі питання безпосередньо від професіонала, який займається діяльністю щодо запобігання та протидії корупції в ЗВО. Закріпити отримані знання слухачі зможуть завдяки проходженню онлайн-курсу «Корупція-off: як боротися з корупційними ризиками у вищій освіті» та переглядом фільму «Маштабна корупція в Україні: як знищити зло? Ціна держави»
Семінар проходив з використанням платформи Zoom, щоб максимально залучити всіх слухачів цього курсу, а саме 108, в змішаному форматі активно спілкуватися із запрошеною гостею.
За результатами проведеного семінару-тренінгу студенти набули навчального досвіду за темою, з метою більш ефективного використання набутих знань і навичок.
An interactive seminar with a training component, featuring the Anti-Corruption Officer of Petro Mohyla Black Sea National University
On 5 March, Associate Professor O.V. Kapliy, PhD in Law, delivered a lecture on ‘International Anti-Corruption Acts and Ukrainian Legislation’ to students on the course. International standards and mechanisms in the field of corruption prevention, conventions and resolutions of the UN, the Council of Europe and the Organisation for Economic Co-operation and Development (OECD) for the countries of Eastern Europe and Central Asia (ACN) regarding the prevention and combating of corruption, and the current state of international cooperation with the anti-corruption network.
Issues relating to systemic approaches to organising anti-corruption work, using the example of higher education institutions, were discussed on 12 March during a seminar session, which included an interactive training session for first-year students of Petro Mohyla Black Sea National University led by the university’s Anti-Corruption Officer, Olena Mykolaivna Dmytriyeva. The format of the training session included learning about the specifics of organising anti-corruption work at the University and within public authorities in general.
Ms Olena spoke about the organisation of anti-corruption work at the University, in particular about the internal channels (+(38) 095 828 3711, korupciynet@chmnu.edu.ua, secure email inbox, Whistleblower Portal) for student whistleblowers, and there was a practical demonstration of how the NACP Whistleblower Portal works, with the opportunity to see exactly how whistleblower reports should be submitted. Students were also briefed on the activities of the working group on corruption risk assessment, which is responsible for updating the University’s Anti-Corruption Programme, the list of University entities subject to the law, and the electronic declaration tool, as well as reporting significant changes in financial status.
A separate discussion was held with students regarding their participation in a survey to identify corruption risks, which was conducted at the end of 2025, and the development of new integrity guidelines at the University.
Students learnt about the importance of fostering anti-corruption awareness and zero tolerance for corruption within higher education institutions. They also played an engaging anti-corruption online simulation game called ‘(Non)-Bribability’, where they could assess their level of anti-corruption awareness.
Students had the opportunity to interact and receive answers to important questions directly from a professional engaged in activities to prevent and combat corruption in higher education institutions. Participants will be able to consolidate the knowledge gained by taking the online course ‘Corruption-off: how to tackle corruption risks in higher education’ and watching the film ‘Large-scale corruption in Ukraine: how to destroy evil? The price of the state.’
The seminar was held via the Zoom platform to maximise engagement among all 108 participants, enabling them to actively interact with the guest speaker in a blended format.
Following the seminar-training session, the students gained practical experience on the topic, intending to use the acquired knowledge and skills more effectively.
