Implementation of the training of the students for Master Degree in Public Service is one of the major steps of practical realization of the issues concerning the training of staff assistance specialists of public services. The need for public service is caused by the existence of the state itself together with its objectives and functions, as well as by the need to form the personnel of public and local authorities, and by statutory regulation of public-service relations between public servants and the authorities indicated.
Today, the Institute of Public Administration trains its students for Master Degree in:
– 8.15010002 Public Service;
– 8.15010009 Local Government; and for Bachelor Degree in:
– 6.030601 “Management”.
Advanced training of public servants and local government officials is also carried out.
The activities of the Institute are focused on the continuous improvement under the quality standards of education services provision.
The academic teaching staff is trying to promote the innovative development of the society by forming the current generation of public servants who will both think and act in an innovative way, therefore the Institute pays much attention to the development of personalities of the students, their communication skills, such as learning skills, independent decision-making, critical thinking and principles of thinking, and to the development of their information and social skills.
Such approaches are stimulated by the main goal – a life-long studying. Therefore, the Institute does not break ties with its graduates. They are invited to visit the events held in the Institute to share their experience with the audience and the students.
The implementation of this specialty in 2006 was initiated by Mr. L.P. KLYMENKO, Doctor of Engineering Science, President of the University, professor, Honored Master of Sciences and Engineering of Ukraine, and by Mr. M.O. BAHMET, Doctor of Historical Sciences, professor, former Dean of the Political Sciences Department, Honored Master of Sciences and Engineering of Ukraine.
The first Head of the Institute (2006-2008) was Mr. FURTATOV Viktor Sofronovych, IV rank public servant, former Deputy Head of Mykolaiv Regional State Administration. In 2008 Mr. YEMELIANOV Volodymyr Mykhailovych, people’s Deputy of II convocation, I rank public servant, currently Doctor of Public Administration, was appointed as the Director of the Institute. The Institute started to develop actively under his leadership. The specialized Academic Council D 38.053.03 for defense of doctoral (candidate’s) theses in Public Administration in the specialty 25.00.02 Mechanisms of Public Administration, and the Academic and Methodical Council of the Institute of Public Administration were headed by him. Mr. V.M. YEMELIANOV is a member of the editorial board of the ‘Investment: Practice and Experience’ Journal, included in the list of specialized academic publications of Ukraine in the economy and public administration (ISSN 2306-6814); the Head of the editorial board of the specialized academic journal ‘Research Papers’, Series ‘Public Administration’ (ISSN 2311-1666); a member of the academic board of ‘SRODKOWOEUROPEJSKIE STUDIA POLITYCZNE’ Journal (ISSN 1731-7517) issued by Adam Mickiewicz University (Poznań City, Poland); a Deputy Chief Editor of such international journal as ‘Public Policy and Economic Development: Scientific and Production Journal’ (ISSN 2309-0863) the issue of which was organized by Adam Mickiewicz University of Poznań City, Poland, and by Petro Mohyla Black Sea State University of Mykolaiv City, Ukraine.
The Institute of Public Administration regularly cooperates with various foreign higher educational establishments and non-governmental organizations in the UK, Germany, Canada, Romania, the Czech Republic, the USA, Poland and other countries. The Institute participates in international projects with the support of international funds. The important steps in developing the European Public Management Program for Masters within the Erasmus Mundus Program (in consortium with the Centre for Interdisciplinary Studies of Sarajevo University and the Department of Economics under Ca’ Foscari University of Venice) have been made.
Due attention is paid to the training of high-qualified academic and teaching staff at the Institute of Public Administration.
Since 2006, the teachers, postgraduate students, doctoral candidates, and public employees participate annually in Mohyla University Readings, international scientific conference, held by Petro Mohyla Black Sea State University. There are regular sections on the topical issues of public administration at the conference. The Olbian Forum, International Academic and Research Conference, in which the Ukrainian and foreign scientists actively participate, is held annually in order to expand scientific relations.
Today, there are 8 Doctors of Science, professors; 14 Candidates of Science, associate professors; and multiple I-IV rank public servants at the Institute of Public Administration.
More than 800 Masters in total have been trained for the period of the activity of the Institute of Public Administration; today the Institute has everything necessary to prepare 50 Bachelors and 175 Masters annually.
The Public Service Department was established in 2010 and headed by Mr. IVANOV Mykola Semenovych, Doctor of Political Sciences, professor. In 2011 Mr. PLEKHANOV Dmytro Oleksandrovych, Doctor of Public Administration, associate professor, was appointed as the Head of the Department. Nowadays the students graduate from Public Service Department that provides basic and vocational component of the training in such specialty as Public Service.
The key aim of the Department’s academic teaching staff is to train their students in such a way so that they become highly qualified specialists in different spheres of public administration with a sufficient volume of modern knowledge and professional skills, and with the intention to upgrade continuously according to the needs for modern development of the state.
The Department reviews und updates its curricula and programs constantly. The professors are working hard to improve the traditional forms and methods of teaching. The involvement of public and local officers into the teaching of specific courses and disciplines has already become a good tradition.
The staff of the Department is involved into the implementation of the Higher Education Support Program of the academic year 2014-2015 at the Institute of Public Administration. The visit of Mr. O. SCHMIDTKE, the professor of political science and history of the University of Victoria (Canada) to Petro Mohyla Black Sea State University was organized in December 2014 and in May 2015 as a part of this program. The professors of the Department visit Adam Mickiewicz University of Poznań City, Poland annually. They publish scientific articles both in national and foreign editions as well.
Though the educational subjects and the academic teaching staff of the Department has varied during the period of its activity, the training activity, scientific and educational work of high-level, as well as the training for the highly qualified personnel of the new generation have always been its priority.
Mr. PLEKHANOV Dmytro Oleksandrovych, Doctor of Public Administration, professor, is the Head of the Public Service Department. In 2010 he defended his doctoral thesis in the National Academy of State Administration of the President of Ukraine. He is a member of the specialized Academic Council D 38.053.03 at Petro Mohyla Black Sea State University, and a member of the scientific editorial board. He was awarded with the Order of Saint Stanislaus of IV degree, and the Officer’s Cross was presented to him. His scientific interest area includes state authority and local government, public service institution, problems of scientific support of public management of the agrarian business in Ukraine.
Mr. BEGLYTSYA Volodymyr Petrovych is Doctor of Public Administration, professor, Pro-Rector for research at Petro Mohyla Black Sea State University. In 2010 he defended his doctoral thesis in Public Administration. Over 50 of his scientific works in economics and public administration have been published by now. He is a member of the Specialized Academic Council for defense of doctoral theses in Public Administration.
Ms. BONDAR Ganna Leonidivna is a Candidate of Political Sciences, associate professor. She is a supervisor of the graduation and Master’s theses in the following areas: communicative policy of public servants; problems of the constitutional state, and civil society formation in Ukraine; psychology of politics and power; Ukrainian parliamentarianism. Over 20 of her scientific works have been published by now.
Ms. BOLIUBASH Nadiia Mykolaivna is Candidate of Pedagogic Sciences, associate professor. In 2011 she defended her thesis concerning the formation of professional competence of future economists by means of networking technologies in the specialty 13.00.04 Theory and methods of professional education. She is working on the implementation of distance and virtual education.
Ms. GABRO Iryna Volodymyrivna is Candidate of Political Sciences, senior lecturer. In 2013 she defended her thesis concerning the discourse of local organizing of the state power in West European political thought of XIX – early XX centuries.
Ms. VERBA Svitlana Mykolaivna is a lecturer and a leading specialist of the Institute of Public Administration. She is the Head of the Trade Committee of Petro Mohyla Black Sea State University.
Ms. MALIKINA Oksana Anatoliivna is a lecturer and a leading specialist of the Institute of Public Administration.
Ms. KARPIUK Yana Igorivna is the manager of the Department.
The Department of Public Policy and Management was opened together with the Institute of Public Administration in September 2006.
The personnel of the Department includes 2-3 Candidates of Science-professors, 5-6 Candidates of Science-associate professors, 1 materials developer, 3-5 postgraduate students and applicants for a degree.
Each year the personnel of the Department publish monographs, textbooks and teaching guides, bulletins, specialized newsletters and booklets, as well as write dozens of scientific articles that are published both in foreign editions, included into the international scientific database, and in national professional editions, included in the list of publications, in which the results of doctoral and candidate’s theses may be published.
The Department’s personnel are involved in scientific research and social work. They initiated the opening of Jean Monnet Department (one of the founders of the European Union), EU Information Centre under Petro Mohyla Black Sea State University in Mykolaiv City, and Educational and Scientific Centre for European and Euro-Atlantic Integration of Ukraine. Young scientists defend doctoral and candidates’ theses each year.
Such scientists as V.V. DEREHA, O.V. LAZARIEVA, S.V. LIZAKOVSKA are currently writing their doctoral theses; and such scientists as M.V. ORLENKO, O.V. PALAGNIUK, D.O.MIKHEL, K.M. KARTUZOV, O.S. BADALOVA, R.V. VOLCHETSKYI are currently writing their candidate’s theses.
Positive achievements in the educational work and training activities provide the opportunity to prepare successful projects for the contests announced by the European Commission (Brussels, Belgium), Eastern Europe Initiatives Congress (Lublin, Poland), and the Ministry of Education and Science of Ukraine.
Preparation of these and other successful projects enabled the academic teaching staff of the Department to publish a number of original research papers, and to conduct roundtable discussions, scientific and methodological conferences, forums, debates, trainings etc.
Today our Department pays great attention to admission of students to the 1st year of study and training Bachelors majoring in Management in sphere of Management and Administration.
As for training students of this specialty, we should mention that management and administration are organizational managerial activities related to projecting, creation of organization, its functional integration and guaranteeing development.
Thus, specialist majoring in Management may hold the positions of Top Managers of companies, institutions and organizations of different forms of property; specialists of the HR, labour protection, social development departments, marketing, sub-departments, economic planning, sales, commercial departments, advertising and PR departments, as well they are able to work as economic advisers, specialists in management etc.
Mastering the speciality of Management in sphere of Management and Administration provides acquiring of theoretical knowledge and practical skills of effective management activities by the students.
Department representatives take care that the methodology of mastering the manager profession bases on unity of lectures, practical classes and seminars, which provide for solving typical managerial tasks, consideration of situations and business games. Important place is dedicated to the student’s independent work and carrying out individual and group consulting.
In a word, at the institute everything is done so that graduates majoring in Management could successfully run the activity of the key and promising companies, hold positions in the structures of public and municipal administration and confirm their knowledge both in Ukraine and abroad.
Mr. BAHMET Mykhailo Oleksandrovych is a Doctor of Historical Sciences, professor of the Department of Political Science and Economic Theory (according to the Certificate). Mr. Bahmet has defended Doctoral thesis in 1993 at the Institute of History of the National Academy of Sciences of Ukraine. He is an Honoured Scientist and Technician of Ukraine, High Achiever in sphere of Education of Ukraine, Academician of Ukrainian Academy of Historical Sciences, Academician of Ukrainian Academy of Political Sciences. Mr. Bahmet was a Chairman of the Specialized Academic Council for Political Sciences, a Deputy Chairman of the Specialized Academic Council for Historical Sciences of Petro Mohyla Black Sea State University. Mr. Bahmet is a Member of the Presidium of the Public Council of Educationalists and Scientist of Ukraine, Deputy Head of the Board of Mykolaiv Regional Organization of ZNANNIA Society of Ukraine. He was a Member of the Supreme Certifying Commission of Ukraine for State Administration and Member of the Scientific and Methodological Commission for Political Science of the Ministry of Education and Science of Ukraine. Mr. Bahmet was a Member of the Scientific and Expert Board for problems of social and economic development at the Cabinet of Ministers of Ukraine.
He is an author of more than 600 research, popular science and methodological works.
More than 30 Doctoral and Candidate’s theses have been defended under his direction as scientific adviser.
Ms. STOIAN Oleksandra Yuriivna is a Doctor of Sciences in State Administration, acting Assistant Professor.
Range of scientific interests: mechanisms of scientific regulation, public management and administration, local self-government, administrative reform, sustainable development, regional development, state and private partnership, power-efficiency, renewable energetics, environmental management, including world, EU and Energy Community experience.
Scientific Activity: author of 57 research works, 3 of which are monographs, 1 is solely made and 2 are collective monographs in English.
Modules and Disciplines: Economics, International Management, Development of Business in Ukraine, Sustainable Development Strategies.
Ms. DEREHA Vira Volodymyrivna is a Candidate of Political Sciences, Assistant Professor.
Range of scientific interests is related to study of state administration problems, forming social and family policy of the state, social protection. Ms. Dereha has more than 30 research works, among which there are two educational aids with stamp of the Ministry of Education and Science of Ukraine (solely made and in co-authorship). Ms. Dereha has defended the Candidate’s thesis titled “Political analysis of formation and development of social protection system” in 2007.
Ms. ZHVAVA Olha Anatoliivna is a Candidate of Philology, acting Assistant Professor.
Range of scientific interests: phonetics, dialectology, linguistic geography, ethnolinguistics, lexicology. Ms. Zhvava is an author of 16 research works, 1 of them is UKRAINIAN LANGUAGE (PROFESSIONALLY ORIENTED) educational methodological textbook.
Mr. SHATUN Volodymyr Tymofiiovych is a Candidate of Political Sciences, assistant professor.
Range of scientific interests: organization of managerial activity, management in the system of state administration, European and Euro-Atlantic Integration, public opinion sociology.
In 2010 the State Administration and Political Analytics Department has been founded by the Order of the President of the University No. 834 of 18 June 2010, which has been headed by professor KALNYSH Yurii Hryhorovych, Doctor of Sciences in State Administration.
Under the Order of the President of the University No. 960-К dated 17 April 2014 concerning Reorganization of the Structure of the State Administration Institute, and according to the Academic Council Decision No. 8 of 13 March 2014 for the purpose of training specialists majoring in 8.1501009 Local Self-Government the Department has received a new name — Department of Local Self-Government, Regional Development and Political Analytics. Professor O.N. Yevtushenko, Doctor of Political Sciences, has been appointed as a Department Chairman.
Foundation of the Department was caused by the need of Ukrainian society in professional personnel able to provide a high quality development of institutions of society, expansion of their competence in public life on the one hand, as well as realization of political course to improve efficiency of local self-government.
Personnel of the Department of Local Self-Government, Regional Development and Political Analytics makes 10 persons, amongst which there are: 1 Doctor of Political Sciences, professor (Mr. O.N. Yevtushenko), 2 Doctors of Sciences in State Administration (Mr. V.M. Yemelianov, Ms. S.V. Soroka); 1 Candidate of Political Sciences, Assistant Professor (Ms. V.I. Andriiash), 3 Candidate of Sciences in State Administration (Ms. L.V. Kozlova, Mr. S.P. Tymofieiev, Mr. O.M. Shtyriov); 3 Postgraduate Students (Ms. A.A. Ibrahimova, Mr. S.M. Plevak, Ms. O.S. Ortseva).
Problematic subject of the Department is Local organization of authorities, regional development in the conditions of formation and reformation of political system of Ukraine: political, legal, organizational, social and cultural, ethnical aspects, as well the Department representatives study the matters of political and ethnic national processes in Ukraine and their role in reformation of territorial authorities.
Professor O.N. Yevtushenko, Department chairman, and Professor V.M. Yemelianov, Director of the Institute, are Members of the working group for Maintenance and Implementation of Measures for Voluntarily Consolidation of Territorial Communities of Mykolaiv Region. Within this project the Department organizes various conferences, round tables and symposiums annually, their Members are not only lecturers of the Department, but representatives of local self-government of Mykolaiv also.
Annually young scientists defend Doctoral and Candidate’s theses. Now Ms. V.I. Andriiash and Ms. L.V. Kozlova prepare to defend Doctoral thesis, and Ms. A.A. Ibrahimova finishes her Candidate’s thesis. Department Representatives take active part in All-Ukrainian and international scientific conferences; they actively publish their monographs, educational aids, textbooks, as well as research papers both in domestic and foreign periodicals.
Mr. YEVTUSHENKO Oleksandr Nykyforovych is a Doctor of Political Sciences, Professor, Department Chairman, High Achiever in sphere of Education of Ukraine, Member of the Specialized Academic Council for Political Sciences, Member of the Editorial Board of RESEARCH WORKS Scientific and Methodological Magazine, series Political Science, Member of the Editorial Board of RESEARCH WORKS Scientific and Methodological Magazine, series State Administration. Mr. Yevtushenko is an author of about 150 research and methodological works.
Range of scientific interests: public authority, theory, history and practice of state administration and local self-government, territorial community, territorial institutions of state authority and local self-government, political thought of the second part of the 19th century, ethnopolitical processes in the world and in Ukraine, history of self-government of Zemstvo in Ukraine.
Modules and disciplines: State Administration, Psychology of Management, System of Local Self-Government and Principles of Municipal Management.
Mr. YEMELIANOV Volodymyr Mykhailovych is a Doctor of Sciences in State Administration, Professor, Director of the Institute of State Administration, 1st Rank State Official. Laureate of the Prize of the Academy of Sciences of Ukrainian SSR in 1980 and Prize of the Council of Ministers of USSR in 1991, awarded with the Order of Merit of the 3rd Degree in 1997, Laudable Diploma of the Cabinet of Ministers of Ukraine in 2000, Laudable Diploma of Verkhovna Rada of Ukraine 2003, Honourable Decorations of the M.P. Dragomanov National Pedagogical University, M.P. Dragomanov 1841-1895 silver medal, Petro Mohyla Medal in 2006, Jubilee Medal on the occasion of the 20th anniversary of the Independence of Ukraine in 2011.
Range of scientific interests: mechanisms for development of relations between business and authorities within the system of state administration, state human resources management on the regional level, development of local self-government on the regional level.

Ms. SOROKA Svitlana Viktorivna is Doctor of Sciences in State Administration, Assistant Professor, acting Professor of the Department. Ms. Soroka is a Member of the Specialized Academic Council in State Administration, Member of the Specialized Academic Council in History, Member of the Editorial Board of RESEARCH WORKS Scientific and Methodological Magazine for State Administration, Member of the editorial board of PUBLIC POLICY AND ECONOMIC DEVELOPMENT International Collected Scientific Articles, Member of council of experts of the Ministry of Education and Science for carrying out expert examination of theses in state administration.
