The Department of Civil Service
Professor Mykola Semenovych Ivanov, Dr. Sc. in Politics, established the Department of Civil Service in 2010. In 2011, Dmytro Oleksandrovych Plekhanov, Dr. Sc. in Civil Management was appointed as a manager of the department. Today the Department of Civil Service faculty staff teach fundamental courses for students who major in «Civil Service».
The essential aim of academic teaching staff is a preparation of highly skilled specialists for different fields of civil management who obtain modern knowledge, professional skills, and for their constant upgrade according to demands of up-to-date country’s development.
The department permanently upgrades its studying plans and programs. Professors are persistently working at improving and developing traditional forms and methods for teaching students.
The department traditionally involves representatives of different bodies of civil government in teaching certain courses and subjects.
The department academic staff are working at developing “Higher Education Support Programs in 2014-2015 academic years”, under the auspices of this program in December 2014 and May 2015 a visit of Canadian professor of politics and history O. Shmidke, Viktoria University, Canada wasconducted at Petro Mohyla Black Sea State University. Moreover, every year the members of the department undertake visits to Adam Mitskevich University (Poznan’, Poland Republik). The members of the department regularly publish scientific articles both in native and foreign research journals.
During the working period, some studying subjects that weretaught by the department’s specialists have been changed. However, the priority issues are still current rising academic, scientific, and educational standards, and, what is more, the preparation of high-level professionals of a new generation.
Academic teaching staff
Dmytro Oleksandrovych Plekhanov – the head of the Department of the Civil Service, Dr. Sc. (Public Administration), professor. In 2010 he defended doctor thesis in National Academy of Public Administration under the President of Ukraine. He is a member of the specialized academic council D 38.053.03 in Petro Mohyla Black Sea National University and a member of the editorial board of academic publications. He was awarded the Order of St. Stanislav IV degree with handing Officer’s Cross. His scientific interests are state and local government, Institute of Public Administration, problems with scientific providing of state governance agricultural production in Ukraine.
Volodymyr Petrovych Behlytsia – Dr. Sc. (Public Administration), associate professor, pro-rector of scientific work of Petro Mohyla Black Sea State University. In 2012 he defended thesis to take a scientific degree of Dr. Sc. (Public Administration). He is an author of over 50 scientific publications in the field of economics and Public Administration. The member of the specialized academic council of doctor thesis in Public Administration defence.
Hanna Leonidivna Bondar – Cand. Sc. (Political Sciences), associate professor. Scientific superviser of diploma and Master’s research papers of courses “Communicative policy of state officials”, ” Problems of legal state and civil society in Ukraine “, “Psychology of politics and power”, “Ukrainian parliamentarism.” She has over 20 scientific publications.
Nadiia Mykolaivna Boliubash – Cand. Sc. (Education), associate professor. In 2011 defended a thesis “Formation of professional competence of future economists by means of network technologies” field of study 13.00.04 – “Theory and methods of professional education.” She is engaged in implementation issues of distance and virtual education.
Iryna Volodymyrivna Habro – Cand. Sc. (Political Sciences), senior lecturer. In 2013 defended a thesis “The discourse of local authorities in Western political thought in XIX – at the beginning of XX century”.
Svitlana Mykolaivna Verba – lecturer, leading specialist of the Institute of Public Administration. The chairwoman of the trade-union committee of Petro Mohyla Black Sea National University.
Oksana Anatoliivna Malikina – lecturer, leading specialist of the Institute of Public Administration.
Yana Ihorivna Karpiuk – the head of the department’s office.
